OFFSET OBLIGATIONS FOR THE EXPORT OF WEAPONS AND MILITARY EQUIPMENT

A distinctive feature of offset programs is the requirement for the seller to invest part of the funds from the contract amount into the economy of the importing country.

Specifically, offset obligations may imply:

direct investments of the weapons and military equipment exporting country in the economy of the acquiring country;

technology transfer;

investment in research and development;

creation of joint production in the territory of the importing country;

localization of production in the territory of the importing country;

construction of training centers, implementation of training and retraining programs for specialists in the military sphere for the importing state;
